And that's U.S. Rep. John Murtha, D-12th, who makes the magazine's list of the "10 Worst" incumbents in the Republic.
Murtha makes the list for his "breathtaking earmarks," for his Johnstown-based district ($100 million a year), and for his opposition to ethics reform in the House, which he labeled "total crap."
